A further breakdown of the rules can be seen below:
1. Use cards from the Scarlet & Violet expansion and onwards. This also includes SVP Black Star Promos.
The release of Scarlet & Violet brought a handful of changes with it. The most obvious is the switch from the iconic yellow borders to gray. A new booster pack compilation now guarantees a Holo Rare or better because Non-Holo Rares were discontinued in packs. This change seems to have reduced the value of Holo Rares, a perfect situation for a budget format. Pokemon Tool cards are now a category of Trainer cards, rather than a sub-category of Item cards.
However, cards with a Rule Box and ACE SPEC cards are excluded, they are permanently banned.
The focus of this format is on Common, Uncommon, Rare, & Promo cards. Don’t let this stop you from blinging out your favorite cards!
2. All other rules are the same as a normal game of the Pokemon TCG.
60-card deck, 6 Prize Cards, a max of 4 copies of a card (aside from Basic Energy), etc.

3. Be creative and most importantly, have fun!
Take advantage of the opportunity to build decks from scratch in this new format! A lot of combos that see success in the Standard Format won’t work as well here because of the absence of powerful rule box and ACE SPEC cards.
